A little Back Story
A BIT ABOUT US
Health and Emergency Life Protection Services Foundation (in short HELP Services Foundation) is the 1st Not-For-Profit Company registered under the Companies Act of Bangladesh with the Registrar of Joint Stock Companies in 1994. In short we call it HELP Services Foundation. However, the multi-specialty hospital shall be a for profit entity, providing dividend and equity appreciation.
HELP Services Foundation's Mission Driven objective:
Growing Healthy Citizens - Saving Lives.
The ultimate goal would be to achieve Universal Health Care(UHC) in Bangladesh and elsewhere. Establishing a world class hospital in Bangladesh like Mount Elizabeth Hospital in Singapore or St. Thomas' Hospital in London, UK and establish the highest medical standard in the country. This shall pull up the rest of the medical services and provide some additional resources to research and model practical and workable UHC strategies.
HELP Services Foundation was established by an eminent Board of Directors.
The First Chairman of the Board was Dr. T. Hossain, a reknowned physician and surgeon, the First Health Secretary of Bangladesh (http://www.mohfw.gov.bd), the First Director General of Medical Services of the Armed Forces (http://dgms.portal.gov.bd), and also one the Founder Trustees of the Independent University, Bangladesh (www.iub.edu.bd/).
Mr. Ali Mahbub, then Director Finance and Administration of ICDDR,B(https://www.icddrb.org/) was the Vice Chairman. He was an MPH from Stanford University and the highest ranking health administrator in the country. Mr. Ali Mahbub in a few years became a Governor of the Rotary movement in Bangladesh.
Another member of this Board also became a Rotary Governor in a few years. The other members were also pre-eminent in their professions and recognized members of the civil society.
The current Board is led by Mr. Nuruzzaman Bhuiyan, a retired Secretary of the Govt. of Bangladesh, an MBA of IBA-DU, and a Freedom Fighter soldier.
Mr. Quaiyum Khan, a productivity consultant, Founder Trustee of Independent University, Bangladesh(www.iub.edu.bd/), & Chittagong Independent University(www.ciu.edu.bd) was the initiator of HELP Services Foundation and serves as the Executive Director from the beginning. He is currently also, Co-chairperson of the Board.

28 YEARS to build a hospital,really?
The immediate and first Mission of HELP Services Foundation has been and is to build a WORLD-CLASS, BENCHMARKABLE Hospital.
This has not been possible for many fundamental reasons:
So many of these patients travelling overseas go to the most expensive medical markets like USA, UK, EU, and Singapore. This is a small percentage of prospective patients.
Most patients cannot travel overseas as they cannot navigate the visa gateways and foreign currency transfer requirements for such large treatment expenses in a timely fashion. A small proportion travel to India at US or UK cost level. Therefore, the remaining potential number of these patients could easily sustain more than ten 600 bed Hospital in Bangladesh.
This has not been possible for many fundamental reasons:
- Only in the last 3-5 years the conditions have come around to establish WORLD-CLASS Hospital.
- 3 years of that time has been hampered by the COVID Pandemic worldwide
- None of the high quality Hospitals established in Dhaka meet the WORLD-CLASS standard.
- International Financiers are now looking for the business opportunity in Bangladesh
- Only a few weeks ago, an American Hedge Fund purchased a stake in Apollo and renamed it Evercare. This demonstrates that many of the difficulties mentioned below are now beginning to be mitigated.
- The Problems that had to be addressed:
- Legal infrastructural: like medical professionals from overseas cannot work in Bangladesh.
- Banks cannot understand the cost of building a world class hospital and thus finance such a project.
- Foreign Investment Rules and Regulations are inconsistent. The law says one thing and regulatory bodies behave differently.
- Dhaka or any other city in Bangladesh is not considered a family friendly or foreigner friendly city for expatriate professionals to come and live with their family for many years.
- Our Medical Professionals are excellent in their practice, but they have not acquired the managerial and financial experience to establish a world-class hospital even though we spend over USD 3.5 Billion in overseas treatment every year.

An International Hospital Management Company has agreed to come to Dhaka and manage and operate a world class hospital in Bangladesh with International Vendor financing of BDT.1,500 Crores - USD 180 Million (60% of total project cost of BDT. 2,500 Crores - USD 300 Million)
The changes needed to change the environment to establish a World-Class Hospital has been the background work of the Board and the 200+ civil society members associated with the project over the last 27 years.
Now:
HELP Services Foundation has sustained itself from 1994. In 2018, a few more than 200 eminent persons comprising Ex-Ministers, Retired Secretaries, Vice Chancellors, Professors, Ambassadors, Generals of the Army and Navy, Eminent Businessmen, Doctors, Engineers, Chartered Accountants, Bankers, Investment Bankers, Rotarians and many rising Professionals donated Tk. 200,000 each to conduct a national and international feasibility study to attract and signup an International Hospital Management Company and International Vendor Financing.
This effort has been a success.
Several International Hospital Management Companies are willing to take up the business opportunity in Bangladesh like the Hotel Brands have been doing for a long time. It is easier in the hotel business, because only 4 officers(namely GM, CFO, Chef, and Head of Housekeeping) need to come and stay in the hotel. A hospital like the one proposed by HELP Services Foundation will require nearly 1500 expatriates out of 4000 with their family to come and stay in Dhaka.
The International Hospital Management Companies have standing relationships with major International Vendors like Phillips, Siemens, GE Medical, etc. And they are able to bring Vendor financing with them without requiring a counter bank guarantee from the local company or local banks. Our agreement provisions BDT. 1,500 Crores - USD 180 Million(60% of project cost) as International Vendor Finance. Now, HELP Services Foundation has to raise BDT. 24 Crores - USD 2.88 Million in seed equity to process the expenses for raising a Bond of BDT. 1,000 Crores USD 120 Million(the remainder 40% of the project cost).
HELP Services Foundation CAN establish a World-Class Hospital, NOW?
